Introduction:
Aging communications systems and an onslaught of
calls from mobile and other personal devices are pushing government
agencies to a critical challenge in managing emergency calls. Avaya
Public Safety Communications uses a unified communications
framework to create interoperability between disparate
communications systems, assure availability during peak
periods and other disruptions and provide technology to enable
multi-media call processing.
Overview:
Public Safety Answering Points (PSAPs) are the most critical call centers in operation, and many are currently trying to keep up with high call volumes and emergency dispatch using old and inadequate communications systems. Such overburdened PSAPs could be prone to outages and potential liability. In an especially critical situation there are single-site centers that lack backup capabilities and the ability to dynamically reroute or overflow calls to other centers during peak periods. PSAPs must evolve beyond voice to technologies that allow multi-channel capabilities (video, text messaging), data sharing, and intelligent dispatch capabilities. Avaya Public Safety Communications creates interoperability between disparate communications systems. When systems work together, there is a dramatic increase in the ability to manage both the quantity and quality of communications among citizens, decision makers, and those who deliver response and resolution. The comprehensive, multi-layered Avaya approach: Reduces the likelihood of an outage or disruption Provides flexible failover options that speed recovery Delivers flexible cost-effective alternatives to expensive and redundant back-up facilities
Avaya meets the need for 911 expansion and adaptability by building high levels of scalability into critical communication components. Avaya supports more IP-enabled endpoints with fewer restrictions on loads and a smaller number of clustered call servers—resulting in significantly lower expenditures in system management, upgrade management, complexity, and staff time. Adding Avaya Public Safety Communications to a PSAP system provides these advantages and enhancements to protect communications uptime and availability: - Avaya media servers duplicate all data and provide active call-state awareness and memory mirroring on a second processor. In the event of a processor failure, virtually every call capability is preserved.
- Tools like Avaya Converged Network Analyzer control the routing of calls so that when a problem is detected, the call can be rerouted in milliseconds.
- Avaya Enterprise Survivable Servers (ESS) and Local Survivable Processors (LSP) help minimize the effect of network outages on critical communications.
- Avaya EXPERT Systems Diagnostic Tools and its database of 30,000 Artificial Intelligence Algorithms help ensure that 96% of alarms on Avaya Communication Manager Systems can be cleared without local intervention, maximizing availability.
- Avaya provides the ability to failover to the Public Switched Telephone Network in the event of PSAP system failure, keeping communications active.
Components of Avaya Public Safety Communications Avaya Communication Manager Key features of Avaya Communication Manager for public safety include: - Convergence: IP enables a natural migration path from today’s separate data and voice networks to a converged network environment that includes video.
- System-wide Communication Features: PSAPs can centralize call processing and administration for multiple sites so there are consistent features across sites, county, and state.
- High Scalability: The system can grow along with the PSAP with no need to change the entire system.
- Communications Continuity: Achieve 99.999% reliability with system capabilities like the Enterprise Survivable Server, Local Survivable Server, Inter-Gateway Alternate Routing (IGAR) and Remote Worker Capacity.
Avaya Servers (S8300, S8400, S8500, S8720) - Avaya S8300 and S8400 Servers provide a flexible solution for growing PSAPs seeking to streamline voice and data operations over one networked infrastructure. They can be used as a standalone solution for a small operation or as a remote edge device for a larger enterprise network ranging between 8-450 stations.
- The S8500 Server running Communication Manager allows for a distributed enterprise over an IP infrastructure. This is ideal for midsize or large operations (up to 3200 ports).
- The S8720 Server with hardware duplication delivers at least a 50% improvement in BHCC (Busy Hour Call Completion) over a similarly configured S8710 Server.
The S8720 Server has two duplicated servers to ensure maximum uptime. The S8720 Server, with hardware duplication, can process up to 600,000 BHCCs in a general call type mix. The S8720 can support up to 36,000 stations and 44,000 ports, up to 12,000 IP endpoints (which is a cumulative total of IP trunks, IP stations and SIP trunks), and 8,000 trunks. The S8720 supports large multi-national corporations and contact center operations.
Avaya Media Gateways (G150, G250, IG550, G350, G700, G650, G860) - The G150 Media Gateway is designed for smaller-scale deployments of small branch operations with 2-12 users. It is targeted at price-sensitive customers with lower communication intensity requirements, who are looking for a standard level of survivability.
- The G250 Media Gateway is an enterprise branch operations gateway designed to serve the communications needs of a small location with 2-14 extensions. This gateway allows organizations to economically extend headquarters communications applications, such as Communication Manager, out to branch locations. This helps lower overall costs and increases collaboration across the entire organization.
- The IG550 Integrated Gateway is telephony software and hardware embedded in the Juniper Networks J-Series branch office routers. It extends Communication Manager features to the edge of the enterprise network and delivers a one-box telephony routing and security solution for branches with up to 100 users.
- The G350 Media Gateway is a complete branch operations communications solution ideally suited for midsize to large enterprises and branches with 8-72 extensions.
- The G700 Media Gateway is a stackable distributed office or operations gateway component for Avaya branch solutions. Avaya branch solutions are based on the S8300, S8500, and S8700 Media Servers and Avaya Communication Manager.
- The G650 Media Gateway is complementary to S8500/S8700/10/20-based media server solutions. The G650 offer the features, scalability, and system uptime that enterprises require for mission-critical telephony applications. It enables enterprises to migrate from an existing TN-style gateway to a single, standard gateway that supports both Multi-Connect and IP Connect configurations.
- The G860 Media Gateway is the first Avaya gateway to support DS3 trunking, and is optimized to support IP telephony for large contact centers and campus environments.

Business Benefits• 911 agents can seamlessly integrate the phone, IM,
e-mail and live chat into an efficient workflow tailored to the
needs of callers or other responders. • Better inform and communicate with decision makers
and the public by tracking all communications and linking them to a
specific event. • Stop repeating routine information—instead transfer
calls along with a call record (even between geographically distant
centers). • Make better informed decisions about staffing and
resource allocation by capturing and analyzing incoming call
patterns. • Centralize call processing and administration for
multiple sites so there are consistent features across site,
county, and state.
