HEALTHY NETWORK LEADS TO SERVICE EXCELLENCE AT HOSPITAL INTERNACIONAL DE COLOMBIA

With the objective of installing cutting edge equipment and systems, Hospital Internacional de Colombia (HIC) deployed an Avaya Networking solution which allows it to offer excellent hospital services and maintain its position among the top five health institutions in Latin America.

Human Spirit

The Colombian Cardiovascular Foundation (FCV) is a non-profit health institution which was created in Bucaramanga, Colombia in 1986 by its current President, Dr. Víctor Raúl Castillo Mantilla. Its goal is to provide excellent care, technological innovation and a high social awareness, offering its users and patients the best care and high quality health services.

The Foundation has a vast network of hospital services in various areas of the country. In Bucaramanga it has a branch of the Heart Institute as well as a Technological Research Unit in the municipality of Floridablanca. In Ibaqué, the Institute is recognized by the quality of its medical services in cardiovascular surgery. In Manizales the Institute looks after the health needs of the population, including highly specialized surgeries. The branch at Santa Marta also distinguishes itself with its philosophy of quality, safety and human spirit.

It is important to highlight that the Heart Institute in Bucaramanga has surpassed important goals and received numerous recognitions for its care, academic, scientific and social work in its 30 years of existence. It is the first institution to be given Health Accreditation in the country. Its level of excellence has earned it the ISO 9001 Certification and the distinction “Hospital Without Pain.” In addition, it is the first clinic in Colombia to be given the international accreditation awarded by the Joint Commission International.

Leader in Latin America

On July 28, 2016 the FCV made the project of Hospital Internacional de Colombia (HIC) a reality, which “represents the best private health complex in the country and one of the biggest in Latin America whose objectives are to offer high safety patient standards, care opportunities, quality indicators, modern infrastructure, personal treatment and staff specialized in the handling of advanced techniques, which allow us to be at the forefront,” says Sergio Armando Otero, Telecommunications Engineer in charge of the telecommunications infrastructure at HIC.

With the purpose of creating the largest center in the country in the fight against cancer, increasing the training of its staff and optimizing its services, the HIC maintains a strategic alliance with the University of Pittsburgh Medical Center, making it one of the best five hospitals in Latin America according to “Ranking of Clinics and Hospitals 2015” by the magazine América Economía.

The HIC complex, located in the Menzuly Valley in Piedecuesta, is comprised of 160,000 square meters, including the hospital, an international specialist center, a hospital supplies building and administration buildings. “For medical attention,” says Otero, “more than 600 beds have been made available for general hospitalizations; 480 rooms; 18 operating theaters and 160 Intensive Care Units (ICUs), to care for up to 6,000 patients each day. The expansion plans do not end there. In the future there will be a rehabilitation center, a research center, the University Foundation FCV, a hotel and convention center as well as apartment buildings.”

The FCV has spared no expense to incorporate the best of the best at HIC, including a new  generation network which will offer its internal and external users the best quality when it comes to service.  “Four years ago, I started to design the infrastructure. Today, alongside my team of technicians,  Sergio Ussa and Jhon León, we have assembled the architecture needed to support all  equipment and structured wiring. Given the intense workload of the hospital, as well as the importance of reliability on a LAN network and the need to easily administer Wi-Fi to resolve faults, we needed to add value to the network and create VLANs.”

"To have technology that is used by government, banking and health institutions around the world allows us to position ourselves as a world class hospital.”

— Sergio A. Otero Nariño, Telecoms Engineer, Colombian Cardiovascular Foundation

Robust and Affordable

The infrastructure manager highlights that his team evaluated all the technologies related to the needs of the hospital’s patients and staff. All the well-known providers in the industry were evaluated: Avaya, Cisco, HP, Xtreme Networks, and Allied Telesis. “I knew that Avaya had acquired Nortel, a company with cost effective solutions which were perfect for the needs of our project.”

“It is amazing that a robust, reliable solution can be obtained at such an affordable price from Avaya. The administration, through a graphic interface from Avaya Fabric, was much easier to handle than those from other suppliers. For these reasons, along with the level of quality and service, we decided to go with Avaya.”

“We installed the Avaya Virtual Services Platform in the HIC data center (core system with high availability) which can be interconnected with links at 40 GB and provide links at 10 GB to all the wiring centers in order to support all the services as well as back up the IT technology that we want to implement. We included stack access equipment in each of the 18 wiring centers, connected to two optical fibers, each one with 12 threads for a 24 fiber thread channel for each wiring center. The implementation of the network and the Wi-Fi started in May and was completed at the end of July.”

Cost-effective Solution with a High Level of Reliability

Medical matters require a very high level of reliability. “We cannot stop. Service is provided 365 days a year, 24 hours a day. Currently, critical hospital services and information run through the LAN and Wi-Fi networks on Avaya machines, and they comprise medical histories, files, biomedical equipment and imaging, as well as administration of the HIC.”

The TIC department of the Colombian Cardiovascular Foundation developed a solution called SHIPP (Integrated Hospital System for Patients) which was incorporated into the HIC network. By means of display units in each hospital room, the doctor can have easy access to medical histories, find out about medication and treatments as well as all pertinent information related to the patient.

“Apart from the medical use,” says Otero, “interns can also use the monitors to access platforms focused on training such as Netflix, social networks such as Facebook and YouTube, make phone calls through Skype, order food or special items and use it to alert the nursing staff. This is an additional benefit that is being implemented through the flexible Avaya solution in order to create traceability and a more technological understanding of how hospital services really work.”

CHALLENGE

Deploy LAN and Wi-Fi capable of maintaining the level of excellence necessary for hospital services and support the institution's technological developments for the benefit of patients and staff

VALUE ADDED

To be able to rely on technology that guarantees a backup on an overall level and generates a higher degree of trust for both internal and external clients

Guest Pass

Currently, the institution is in the process of implementing the wireless and wired networks. The wireless solution was implemented at the Heart Institute clinic. “Previously, wireless administration was outsourced. We got rid of the administration and now the work is done by our own staff, which allowed a reduction in costs with very good results. We are sure that we are going to obtain the same result as at HIC.”

Otero says that they counted on the outstanding support from Avaya, which was always willing to provide the best cost-effective solution for their needs. “We have had Avaya personnel at our disposal to fine tune all the components installed and guarantee proper performance.”

“Given the constant improvement and implementation of cutting edge technology at HIC, Avaya will always have a guest pass when it comes to participating in any development or implementation of new technology that permits us to perfect our processes, offer optimum services and guarantee high quality service to our patients,” concludes engineer Sergio Otero.
